EXPLORER has a registry value whose name suggests that it records when the Start Menu was started for a new user. However, it also records the last time that EXPLORER was asked not to track programs.

The data, as set by EXPLORER, is the 8 bytes of a FILETIME, i.e., a number of 100-nanosecond units since the beginning of the year 1601. The time thus recorded is the last occasion on which EXPLORER cleared the UserAssist data for tracking the most recently used programs. This happens in two circumstances. One is that the Start Menu is being built for a new user. The other is that the user has cleared the “Store and display a list of recently opened programs” on the Start Menu tab of the “Taskbar and Start Menu Properties” dialog.
